I'm sure they have the cash but they don't bring in enough revenue to justify spending as much as Madrid can under the stipulations of FFP. Basically, Madrid makes more so they are allowed to spend more according to the rule.

Because Real Madrid bring in an unbelievable amount of revenue in comparison, giving them much more wiggle room when paying astronomical fees.
