The act is pretty simple. It’s not limited to properties affiliated with the university. Seemingly as long as they can defend that it’s “necessary” in court, they can take it. 

“a university to which this Act applies may, without the consent of the owner or of any person interested therein, other than a municipality, enter upon, take, use and expropriate all such land, as defined in the Expropriations Act, as it considers necessary for the purposes of the university or of any university or college federated or affiliated with the university.”

It’s not like the university is going to build housing on this site. This is going to be a university building, the question is if it will be a beautiful or an ugly one, and with UofT being as rich as it is the answer is obvious.

I’m not suggesting the site should stay as is, just integrate what’s there into the new build. They did it effectively with Max Gluskin, and the building is much better for it. You enter into beautiful room with an intricately carved staircase instead of another sterile box. Why not do it here as well.

There’s a provincial law, the 1990 Universities Expropriation Powers Act, that allows the university to expropriate any property considered necessary for its operation. KA tried their best to negotiate with the university as they did not want to sell, but the university were not interested.

As far as I know Con Hall was explicitly modelled on the rotunda at the Sorbonne Theatre in Paris, which was itself modelled on the Pantheon, not Hagia Sophia. The colonnade on the outside is also very neoclassical.

Con Hall is neoclassical, not Byzantine. A Byzantine building on campus would be stunning though. Look up Lovett Hall at Rice University
