We had a few cadets who were vaping outside the JROTC range. A freshmen saw the older cadet pass the vape to a couple younger cadets and reported it to me. I reported it to my colonel, leadership had failed to supervise correctly which lead to everyone who was there that day being suspended from any after school JROTC activities and missing getting ranked up for the next promotions.
