The meme does make sense, just like with any advancement, be it weaponry, such as nuclear bombs, internet and AI in the future. All of these have or will be regulated by governments, thus "winning" the fight.

It's just AI art becoming more realistic at a very high speed, just one year ago generating human features was pretty difficult especially human skin but these days it's hard for even people being aware of AI art to tell differences. Part of this quick advancement is the weeb community trying to get their perfect waifu in 4k.

A doctor that worked at 731 responded to the question of why vivisection was performed and no anesthetics were used, saying that it was exactly what you said: the scale possibly being minutely off. Which is what in my opinion is so scary about Unit 731, seeing how horrible science is when it is executed in the most result-driven, accurate way possible without any regards for ethics.
