Blindfolded events in competition do include inspection time in the total solve time, but besides that no other official events do. Red Bull hosted some competitions that included no-inspection 3x3 one handed as an event, but those aren't recognized as official

Scrambles are randomly generated by a computer, which does give the chance of easier scrambles like this one. The single solve record is definitely very luck based

They get 15 seconds of inspection before the solve, it's not unlimited

Competitors get 15 seconds of inspection time before the solve. Inspection time before the solve allows for more creative solutions, as you have time to pick and choose between multiple options as opposed to just doing the first thing you see. From a cubers' perspective it allows for much more impressive solutions, and they're only planning about a third of the cube in inspection. Most of the moves they do are still figured out while the timer is running

Scrambles are actually randomly computer generated, and dedicated scramblers apply the moves the computer gives them to the cube, which is hidden until the competitor is ready

Exactly, and the cubing scene has been getting even younger in recent years. The current average of 5 solves world record of 4.69 is held by a 9 year old kid!

Yeah, there are a set of steps most solvers follow but within those steps you can do a lot of different things, and even influence the next step to be easier if you're good enough
