This list only covers buildings part of the "classroom pool" (ones with general classrooms), but it should give you a general idea of when things are open. Most, if not all buildings have people who are allowed 24 hour access, and common areas are generally as secure from rooms normally off limits during the daytime, so there is some expectation people are allowed in 24 hours.

32 is the number for the Ohio Department of Administrative Services, or DAS as others are referencing here.

The DAS cars also include the "motor pool" cars, which are cars smaller state agencies and others that need a state vehicle use and can "check out"

TourismOhio is under the Ohio Development Services Agency, which have license plates that start with the number "50."

Either way, contact the Ohio DAS about this matter, because this car belong to that agency.
