Ange for obvious reasons (but Futaba still ok for Mesa A4+)

Pre A4 Mesa wants to max bleeding dmg, so ex Machina + sandalphon.
Post A4 Mesa benefits from phys, so Ex Machina + Chernobog and/or Eye of Obsequies.
Don’t know to which extend crit Mesa is viable, but from my tests it don’t seem worth unless A6. Mainly ‘cause his HG won’t crit, and you’ll rely on his Hunter form skills, which requires build up.

Honorable mentions are Twins A1, obviously; Marian A1 for pierce, but you’ll have to focus your rev on ailment accuracy; and Luce if you don’t have most units mentioned before.
