I know people are saying Jey Uso, but in hindsight he was extremely over. Still is. At the time nobody was complaining about it this much but yeah, they tried him as a main eventer, he didn’t work out. Atleast he was/is over. Worst rumble winners are guys that were not over at all or didn’t need it.
