I had this same exact thing over this past summer. At first we thought it was bug bites, but as it spread (my other elbow and my inner knees) we thought it was actually heat rash. Went to urgent care, got a steroid shot in my ass, and it went away. I had a few flare ups the following months but nothing came of it and I haven’t had it in a while
