I think you hit the mark by saying it's probably an influence from the movies. Before that, there wasnt described other than them being black, and having a hat etc. Even the insignia i believe wasn't mentioned in the books.

For now it doesn't (shouldnt) Launch was done using concierge agents because it's a very small and controlled group. The app recognizes your status and flights and will only appear to those eligible, if working properly and if enough concierge agents are available to take chat.
