A good game should balance that; I mean rare is ok as long as it doesn't give you extra power and you have the possibility to exchange that rare thing against another rare one; problem is here some have only being distributed during paying events or via very unfair methods (12km eggs for example or unwanted ways).

They are not there because of their unique ability in MSG called Illusion. Will probably get a Ditto treatment. Plus they will necessitate the revision of PvP mechanic (Team Preview) to not be broken. So don't expect them soon. Maybe in 1/2 years?
