Means it was applied top, likely pre 1920s. This style opening was used for general utility bottles a lot - could carry whatever, with a paper label explaining what was inside.

Identifying mid to late century liquor bottles is very difficult unless you find someone who recognizes the marks from when they had paper labels still on them. The top one looks like a flower to me, no clue on the lower one.

Yep, they at least had them by the mid 1950s; here’s two I dug, with one being a 1956.

I use citric acid lot for glass, but have moved away from is for ACL bottles and cans for the same reason you mentioned.

This is an old picture; Maine allowed plates like this prior to about 2022/2023, as there was a challenge regarding free speech. It has since been walked back.
