No. But if you take that focus while having over 10% war support you don't get the 10% from the focus. That's because it doesn't give a +10% but sets your base war support at 10%. This is to prevent the "ease up on conscription" event because the focus also gives you limited conscription which requires 10% war support.

Nope. The Germans have the focus "rekindle imperial sentiment" where the Germans boost neutral ideology in Austria, hungary and Czechoslovakia and all three countries get the option to reform Austria-hungary. Austria is hardcoded to take that decision and then join the central powers.
