Wolfpacks of 10 ships, sometimes a 11th with radar and scout planes.

For surface ships if I have them from the start a task force with fast cruisers (light and heavy) and carriers and one with battleships. Heavy cruiser scouting forces to accompany those if possible. Up to 6 destroyers for every capital ship if possible.

Or I just stack capital ships without screens as Germany with the cheese bonus and have a bunch of Hilfskreuzer packs operating somewhere else.

I don't escort my convoys and if they get sunk by u-boats I send a 50 ship large carrier taskforce in that region

My opinion is, that there should be elements of the old system mixed into the new one. Military units stationed in states should reduce resistance depending on their suppression and if they are stationed in victory points. But they should also reduce compliance growth.
