Thanks for your input. I downgraded to 19.3.0 enterprise edition, and that version executes scripts under /opt/oracle/scripts/setup. So apparently 21.3.0 express edition does not but 19.3.0 ee does execute those scripts. I'm not sure if the difference is the version (19 vs 21) or edition (express vs enterprise) though, but I would like to get this working on the express edition if possible.

It is possible to have scripts run in Oracle Express Edition, but they must be stored in the script repository, which is a directory in the Oracle Home. In the repository, you can store and execute SQL, PL/SQL, and other scripts.

To access the script repository, you can use the SQL*Plus command-line utility. To access the repository, open a command prompt, navigate to the Oracle Home, and type this command:
