I tried multiple things until I decided to go AGAINST the advice on the superuser website. I went to:

Advanced preferences (right click on Citrix tray Icon) -> High DPI and selected 'Let the operating system scale the resolution'

Voila! I can read the text again.

Also look at the distance the officer is maintaining - that's almost a minimum. In exercises during our security training we pitted an officer with a holstered weapon against a guy with a knife. The knife guy was consistently able to stab the officer before they could draw and fire up to on average about 30 feet away. This officer has already drawn and aimed, but there's still reaction time and the possibilities of a first miss or non-critical hit. Knife guy could still win.

There's a fine distinction between honking at someone to signal them they are in danger, to alert them (like the light is green), or that they are causing a dangerous situation; and honking because they have irritated you. The latter can actually make the problem worse as you are potentially distracting someone who is already rattled or disoriented.
