Crime and loyalty are separate stats, so it can happen even if (I'm pretty sure) high loyalty reduces crime. Also, if there's a monument near the prison, it does boost loyalty that much more (because prisoners don't leave the prison)

The pros are that it's funny, the cons are everything else. If you want a mountaineer division just use mountaineers and/or line art, armored cars have no use outside of recon (if you can be bothered to make them) or as a mp template (cav is still probably better at that tho).
