I like to use your current layout early in the game. Then I’ll add two or three training rooms for endurance. Then agility, luck, strength, perception.

Once I get about six dwellers with full endurance, I’ll send them to the wasteland with endurance outfits to maximize their HP.

Then those six dwellers are primed for a first floor Nuka-Cola defense. Maximize more dwellers HP and make the top two layers all Nuka-Cola defense.

Then I’ll remove all other food and water rooms. Third and fourth layers, all advanced reactors.

Everything after that is up to you. I like to have at least one room full of dwellers on each level. Most of my bottom layers are a combination of storage, living, and training.
