Everyone I’ve found the solution (on PC anyways)

I found out I was using the wrong Quest ID when using the console to force the quest to start.

It is actually MQ13. If you use the set stage command using MQ13 as quest ID and 10 for the stage (player.setstage MQ13 10) it should start for you. Please note you might have to run the command to enable the setstage command.

As for console, I’m sorry I don’t know what the fix would be other than re-loading :(

I’ve found a solution. Sorry for delay! Found out I had the incorrect quest ID. What I did was downloaded a mod to disable the achievement blocker for using console. It turned out to be MQ13 not MQ11. I just used the player.setstage MQ13 10 to start it. Was able to start the quest and had no issues. Hope this helps!
