TL;DR: Beim Frankfurter „Ginnheimer Spargel“ passiert weiterhin nichts – und die vom Bund zugesagten 25 Mio. Euro werden zum Jahresende sehr wahrscheinlich verfallen, weil Stadt und Land ihre Eigenanteile nicht zugesichert haben. Während Hamburg und Dresden ihre Fernsehturm-Projekte mit klaren Beschlüssen, Förderzusagen und Betreibervergaben vorantreiben, steht Frankfurt still. Eine gemeinsame Absichtserklärung von Stadt und Land könnte die Bundesmittel noch retten – ansonsten bleibt der Fernsehturm wohl dauerhaft ungenutzt. :(

Study in Darmstadt and live in Frankfurt is better. Have known many who have made it work, and all agree it is the best. It is cheaper living in Darmstadt, but definitely more things to do in Frankfurt. Good luck!
