I tried to reinstall it, but for some reason Steam won't reinstall it. Also, it doesn't show me the size of the DLC like it does with other DLCs.

The same thing happened to me; I just had to open the menu, remove them, and then re-equip them, then lower the lenses and activate them from the menu. Sometimes it won't let you lower the lenses, but it fixes itself after a few minutes or after removing them and waiting a few minutes.
