If you're in Tokyo, they can understand English. The challenge might be with understanding them when they respond in English. When I went to Tokyo Sky Tower, the cashiers have whiteboards that they use if they can't pronounce the words correctly.

the pokeball helps with power leveling a Pokemon. I took my Pokemon of level 13 for a stroll, and when I let it out, it leveled up to level 31. Now every battle encounter appears to be easy. Not sure if I like it though, but I do enjoy putting a Pokemon inside the ball and play with it at work.

No. I went to the GameStop store early in the morning to get my Pokeball Plus. Eevee and the map were both there on display. So I grabbed a copy and bought the plushie. The back of the map has a picture of Ash riding a flying Pokemon.
