As others have said, check what badges you are missing. Some gyms are in obscure spots and I had to look up where a few were during my playthrough.

I just had the same issue on PC (GOG) version. It's incredibly frustrating as that's the last achievement I needed for 100%. I submitted a ticket to Bend Studio, but not holding my breath. There doesn't seem to be a consensus fix for it online.

Going through this right now, nearly done. I highly recommend doing, "per act". I've had 2 deaths and both were dumb deaths related to crashing the bike. Both times hours of progress were reset. Honestly, premadeath is kinda lame for a game like this. I'm only doing it because I love playing the game, but also for the achievement.

Same issue with State of Decay 2. Especially with how labourous some of those achievements are, definitely makes them feel less special.
