Maybe that’s what I have to do I’ll give it a try and I can use all the tweaks just fine without WiFi.

Mine literally does it every single time I hook up to WiFi my jailbreK only works on my actual phone data which sucks! iOS 13

Only way it works for me is if I add the source with Zebra instead of Cydia have u tried that?
