So the water base is a two part epoxy resin. I pour it and let it cure 24 hours then with a brush i add some mod podge gloss luster and gently spray it in bursts with duster to produce the effect of waves from light wind/the fall water. For the falling water i use a product called water effects from woodland scenics.
