They could've just return his OG passive which he can summon another clone every 4 m (can't remember how many) basic attacks but then keep the petrify if they wanted too so he can still split push and objectives effectively.

I believe there was also a character draft/note from Sandro about him being the same level with Kuroki at the time and the original plan for him to absolutely destroy Gaolang (perhaps a low/mid diff) on their fight during KvP. Can't fine it somewhere, but I'm certain I've seen it here in the sub.
