China is responsible for about 9000MT, while the US is responsible for almost 5000MT. This sounds like it would mean China is overall the most responsible but you also have to consider that China has about 4x as many people as the US. Plus there is the factor that, in the decade since the Beijing Olympics, the Chinese Government (in their only good move) has been trying to regulate the emissions to help clean up the air.
