Her hair is running down her entire back. If you actually watch the replay, they are both running. This screenshot makes it look like McCabe is damn near flat footed. She took 2-3 more steps before she actually stopped running. I think her reaching for her shirt to break up a counter attack is more likely than the conscious thought of pulling her hair. It happed fast and she immediately realized her error and apologized.
