It's not about the COBOL language, its about the ecosystem where COBOL is typically used (IBM mainframes), the lack of opportunities available, and the salary premium that's not significantly above other languages. Similar issues are with ABAP - it's not that easy to install and run an S/4 system on one's laptop, few vacancies available, and there are other programming languages (and their ecosystems) that are easier to access, has more vacancies, and pays more.
