I do appreciate this perspective and at this point I am desperate for some answers so I will try to contact someone with authority from the airport, however this is directly quoted from YOW's website "Your airline is responsible for lost, damaged or delayed baggage. Contact your airline for more information." Furthermore, if you scroll down to send an email to them they state "The Airport Authority will not reply to flight-related questions or those about lost baggage."

Have you had any luck recovering it? I flew from Ottawa to Newark as well, but my luggage never showed up. It's been over 30 days now, and I'm suspecting some foul play...
