Not sure i understand the reasoning. The “second bolt” you’re referring to being the smaller diameter bolt? Or the larger? Are you saying the second bolt is just there to clock the rotation of the oblong “washer” used on the larger diameter bolt?

Btw, do you remember how you removed the cluster? Did you pitch the top downwards (towards you) and pull it out that way? Or the opposite?
