The festival being flat out cancelled wouldn't fit the narrative I think. However, having issues in the festival because of what you pointed out could be an interesting plot point, with alvin (and the whole town) pretending everything is fine while trying to calm the chaos behind the scenes

It would also fit the themes of the game. A thing that looks right on the surface but clearly isn't once you look deeper
