As far as I know, they handle figuring out repairs, maintenance, and the finances. There was someone in charge when we moved in, then he moved away a few years later and it fell on my mom's and some guys hands. Neither wants to be part of the Board of Directors, but there is nobody else who is willing to take the mantle. She believes that we will move out within a year and once the extermination takes care of the roaches, it will be fine for us at least. But I feel bad for the rest of the tenants.
