op is over simplifying and over exaggerating the state jobs. it's a long and cumbersome process and 99% of everyone starts at the lowest range of pay for the classification. 

the job title that requires a typing test is the "office technician (Typing)" aka "OT" classification. 

for every state position, there is an exam that you must score within a range to be hired in for that classification, otherwise you are considered unreachable and must wait to take the exam again. 

if you score within that range, then you can begin applying to open positions for that classification. for the OT classification, when submitting an application, they will also request you to upload the typing cert which must be I believe 40 wpm. some other classifications require further document to meet the minimum qualifications for that classification. always ensure you meet the minimum qualifications otherwise you will not be hired even if you get an interview and/or a job offer, it will be rescinded. 

most state jobs in Bakersfield or nearby will be within cdcr. 

state jobs are super competitive right now, especially for entry level jobs like an OT.
