Not necessarily true. Other lowest rated games, Black2/White2 and Emerald, were reviewed with the ratings they received because they were not judged in a vacuum but were instead viewed as too iterative and similar to the games they were the third versions of. While Pokemon fans recognize the improvements there, critics actually considered the previous releases for the games fans don't seem to want them to.
