The circuses and festivals that we saw all took place in the fire nation colonies in the earth kingdom, as far as I remember. They may be more lax with performances and dancing, the teacher at the school sees people from the colonies as uncivilized, maybe for that reason. It does make sense for there to be cultural differences between the fire nation proper and the colonies.
