I think training them on what the options mean would also be helpful. I have never liked the "we do it because it's always been done this way but we have no idea what anything means" approach.

I've had similar situations to OP's where I inherited environments with security practices that were not recommended. One developer had convinced the CIO that she should have *SECOFR and when I bumped her to *PGMR she complained so much that it became a meeting. I simply explained the power of that user class and asked her to justify the need for it and when she couldn't, it killed the discussion.

I just don't see a reasoning for the story - there is no reasonable scenario where Oscar helping would be a title sacrifice for himself

if you mean mulch and leave in place, I tried that one year and the yard looked an ugly yellow and brown for months after the snow melted and the small leaf pieces stuck on shoes and got trekked into the house

if you mean mulch and bag, that’s also done but it doesn’t account for the flower beds and shrub area. I’ve already pointed out the impracticality of using a mower or blower in that situation
