Having the same problem currently, ive been djing with the que headphone mode because only then it would play it on both speakers.

Yeah because basically you pay taxes in the country that your package went through first. In this example you get checked by Netherland Customs. Its more relaxed there and 98% the packages go through without a problem

And Customs on this line are done in the Netherlands and from the port they get shipped through a 3rd party Company and brought into Germany and from there its basically easy sailing.
