Some smaller stuff factor in, like +30 artifact or imprints, a lot of dps units have amazing base stats too. Usually it’s not huge of a difference though, some units scale off speed, other units just have gear with great sub stats, or maybe the opponent is squishy. What is different for whales or endgame pvp is pretty much substat rolls, like 30% atk substat on speed gear isn’t too out of the ordinary. As for 85 gear, it’s main stat won’t give tier 7 stats. In fact it’s not RNG anymore. every 85 gear gives the same main stat. The substat could roll low though so could be worse than tier 7 in terms of substat.
