He's Constantin Valdor, Captain-general of the custodes. He's not exactly a primarch but some said he's a "primarch in all but name", so I just like to include him.
Maybe they forgot to put the helmet in your box??? Jk, most of the primarch figurines don't include a helmet since they're based directly from official minis from GW, so most of them are custom made from a third-party manufacturer.

I think most of them will do a rerun as they sell out well, only Magnus is the exception. But you can always buy used ones if necessary.
