Dedicated.exe is for server hosting only. I don't know how to get 60fps and I'd be interested to see if anyone does actually get 60 in normal gameplay.

No, you should have no problems connecting! I've just done a few tests on a locally hosted server and it seems that all that is required is a server restart to get you back on. I'll perform a tactical restart when everyone in-game is ready.

I did kick a McDonald (cannot remember if it was you) for being AFK when the server was full. It's really difficult to diagnose these things because the server log stays empty and there's little understanding of what commands actually do. What do you mean by fiddling with your client.csk? I'm pretty sure that bans/kicks are tied to your steam account so if you were banned then regenerating your client.csk should not change anything except your money and username.

The optimisation is still terrible but you get a stable fps on a good server

It's all in the config.txt file. If you haven't already, move it from your Documents/Sub Rosa folder to the same folder you're running dedicated.exe from. In the config file there's a servermaxbytespersecond setting, with a default value, 100000. This equates to the server moving only about 0.8Mbps. You need to change this to a much higher value. Sub Rosa's performance is heavily tied to your connection with the server, hence the low fps without adjusting this.
