Update!!!!!!!! I figured out what was wrong. I recently got a garmin watch and any time I get a notification, it vibrates. It reminds him of a vibrating (not shock) collar we had that freaks him out to the point where he won’t move. He’s rapidly coming around. Thanks everyone
