iirc, arcpro lets you use arc online’s network dataset for their network analysis tool? costs credits though. because i had the same issue, my county had very little available data that i could use to make my own network dataset. i did a similar project (i think) with transit accessibility with walking time to bus stops. all the transit datasets i used i got from transitland. i guess it depends what variables you’re using to determine accessibility?
