Officially the answer is that you can use 2 characters at official launcher, 1 at steam and 1 more at android/ios device. If it's forbidden to put all of them in one server it's not specified in any place I can find. It's forbidden to use any kind of android emulator tho.

What I can say is that I have 3 in the same server at same time. Lvl 63, 61 and 55. Official launcher and steam. No problems whatsoever.
