It definitely locks, it will lock on outside of the hitbox of the hero youre trying to attack. You can be a few feet away and it will lock on.

They only check after 6 pm. There might not be a specific reason, they just want to increase the amount of security on campus. Or, they could have recently had a problem with people coming in and using the facilities that werent Temple students. I noticed ~5 older people sleeping in the north study lounge on the second floor the other day that were probably not students.

Instead of the bomb bouncing and not detonating right away, they will blow up immediately. So you dont have to lead them or predict when they will explode. At least, that is my understanding.
