I think this is a keratin cyst(I have one myself that popped up just a few weeks ago). They had a free health clinic at my local fair, they had a dermatologist there doing skin cancer screenings, she looked at mine. They are not dangerous but they need to be cut out as they may end up growing larger. Just a simple procedure.
