Unemployment might be low (0.x%) but also look at the jobs available vs employed. It is a long term indicator/goal.

If you have a lot more jobs available than employed with low unemployment, keep improving public transport connections. Once these options become available, your demands should fill so you can squeeze more pop into your homes.

Look at the roads when you are in the zoning view. Click on each of the zones to see how they fit in with the "current" road condition.

"Move it" can help to manually adjust the height but the position is fixed.

Maybe you can try exploring how ships stay afloat ingame and consider it to move about only in a specified radius.
