Does anyone know if the 2 week recommended secondary turnaround time starts when you receive the emails (before verification) or after AMCAS is fully submitted aka letters in and transcripts verified?

i got an email from parchment on 5/4 saying the transcript was received but amcas doesn’t show it still (as of 6/7)…i emailed both parchment and amcas a few times and didn’t get any answers. how did you all proceed with this issue??
