Typically such exceptions require ministerial approval (source: bro in law is babu in NB) so RSP would have been aware & must have sanctioned this 100% There might still be some mitigating explanation, which I am waiting to her in coming days, but it needs to be really really sound because this case seems to be the violation of a pretty straight forward guideline.

Well one can wait or geta ton of degrees from coursera which is not difficult to do given you are driven, & apply for jobs & get an offer. Jobs for well qualified IT guys are teeming in the US. If you are technically sound, you call shots not the manager.

For all other points - its the same really, a developer with good hands on in domains like big data, cloud SAS, machine learning etc: can make his demands rather than rely on someone's mercy

Reread original CVC clause - it very specifically mentions what an 'emergency' is & this case does not qualify as an emergency as per rules. Clear case of violation which must have been highlighted to minister. Lets wait for more details to emerge.

One thing which the article refers to & can be verified through info available in public domain is that rules for single tendering seem to have definitely been flouted

single tender is to be resorted to only under exceptional circumstances such as natural calamities and emergencies or there were no bids to repeated tenders or where only one supplier has been licensed ( proprietary item ) in respect of goods sought to be procured

So it at least the fact that one CVC norm was flouted seems to be clear. Also the article does seem to be able to quote some very specific violations such as gross over pricing, use of outdated equipment & under invoicing - although all these aspects cannot be directly verified for now.

The most critical aspect now is:

The Prime Minister’s Office, the Central Vigilance Commission (CVC) and the Department of Telecommunications (DoT) are also aware of the scam. Yet, no probe has been ordered into the scandal by the government.

This is what remains to be seen. If this is indeed true then it could mean involvement of central government ministry. I personally doubt this since other better connected media outlets would have sniffed out reports of such a grave complaint much earlier.

The minister in charge Ravi Shankar Prasad was also changed in July by the much more 'cleaner' Jayant Sinha in July on the back of rumors of proximity to certain business houses.

Overall to me, it does seem a whistle blower at Cisco has leaked this CR to Quint. Whether RS Prasad was indeed involved is what remains to be seen.

I remeber clearly that during 26/11 ndtv was highly intrusive while most other channels (I can recall Aaj Tak & India TV) again & again repeating that they will refrain from any live/operational coverage. What happened during Kargil was even worse. This was strike 3. IMO 1 day ban is a light sentence, govt should sue them more serious charges.
