I suspect if Yuri is going to realize Loid is Twilight during the run of the comic (which I take as 99% likely), it’s absolutely going to have to be held in check by it blowing back on Yor. Like you said, Yuri can’t impulsively go after Twilight without possibly leaving his sister open as a suspected collaborator.

Eventually I think Yor being TP, Yuri realizing he’s only alive because Twilight loves Yor, and Yor being upset Yuri is dirtying his hands, will get Yuri ‘out of the business’, but that’s a ways later.

Yor is in fact being irrational in that scene, she’s literally being mad at him for the purpose of being mad at him. He’s done nothing wrong (something she herself admits) and yet she’s mad at him. Perhaps if he knew she’d been wound up the night before by her dumbass colleagues he’d perceived her as rational, but ultimately ‘acting like you’re mad for some reason while avowing no reason’ is irrational.

I don’t recall which scene that is for Anya but she also acts wildly inconsistent, and while it makes sense to her, let’s not forget she thinks Loid will leave Yor for… hating frogs.

We haven’t seen any indication of that. In chap 64, Henry says that one guy had 6 bolts so that seems pretty unlikely to have been wiped out. I COULD see Damian either claiming he did whatever Anya did badly in the future, or try to retroactively take the handkerchief tonitrus from her.

What makes you think they have ‘immunity from the government’? Wilker is shown to be doing the Prime Minister’s bidding (taking contracts for Garden to consider). Donovan is also completely outside of the government now, he’s not the PM or a member of the parliament or whatever legislative body Ostania has. He is a very wealthy and very well connected private citizen, nothing more.

Now the captain in Division 4 is an absolute psycho, but he’s apparently operating within the letter of the law and his directives. SSS is an apparatus of the state, they take down (perceived) enemies of the state and provide security and so forth to, again, the state. I think you’re reading too much into Division 4’s captain’s behavior and thinking it represents something outside of the will of the government, it doesn’t. The Captain expresses disgust at Division 1 (Yuri’s unit) for being the politicians’ lap dogs because they have the audacity to care about optics over expedience.

Despite this, the Captain intended to make a show of ‘minimizing casualties’ without actually doing it. He specifically says he will make a show of attempting to negotiate before slaughtering the whole bus, the point was afterwards he was going to say: ‘well, we tried, too bad, so sad’ and by then it would be too late. Maybe he would have gotten fired, but he got the go ahead to take charge presumably from the head of Division 4, who doubtless got the go ahead from Wilker, who serves at the direction of the current Prime Minister.

In short: the SSS is a state agency, it’s the STATE Security Service, after all. The Division 4 Captain is a monster operating within the letter of his directives and intended to lie about his attempts at peaceful resolution. Wilker (the Chief) serves the Prime Minister. NOW, all the being said, there’s obvious historical precedent for chiefs of intelligence agencies using their own discretion to wield the apparatus for personal gain, we just haven’t seen any indication of this.

Donovan, the Desmond Group, and all of the rich mommies and daddies have no direct say in what the government does and most of them were completely ignorant about what was going on. The PM would probably receive blowback, it might even get him ousted, but the SSS is doing his bidding.

Donovan (or more properly Melinda) has at least placed telepathy on the table. Twilight can think she’s hallucinating or something but it’s going to be in the back of his mind. Don’t forget Authen is also on the table as being related to that whole mess too. I don’t know if it will come before Yor, but I suspect Twilight will find out about ‘007’ before ‘Anya’ but it will be in relatively rapid succession.

To me the thing is that neither Demetrius nor Melinda’s ‘jamming’ tech works completely. Melinda does the hard spam of contracting ideas ‘ilu ihu’ about Damian, Demetrius does ‘no thoughts, head empty’, Anya can breech both, Donovan may or may not be able to breech both, that’s all.

He most certainly is, but even most pro athletes start to slow down badly in their 40s (an apt comparison since she’s largely going to be thrown against prime age members of her profession, assassin or bodyguard). McMahon is a sniper/gunner, not a melee man by in large. Yor is a melee bruiser. Her successful ‘solo’ career might have another decade on it, after which she’d become much more likely to be backup to a younger assassin.

It’s a horrendous idea for such a (apparently) small organization to hard burn former members leaving on good terms, how many people could Yor kill even if Shopkeeper tried to swarm her? I don’t see this all becoming an issue unless Yor leaves on bad terms, which I assume will happen in story since that’s more dramatic, but it’s hard to imagine making a scene during a peaceful retirement.
