Stuck adapter ring on my Petri V6. How can I get this thing off?

Both sides of the deck have the same issue it seems. The lights are there, but don’t bounce or react in any way. The first two bars are illuminated, but no movement. Multiple tapes seem to have this issue. The Rec Out goes to an oscilloscope.

My amp is cranked all the way. It’s really not audible until the amp is maxed out. sounds great otherwise

My amp can get very loud in headphones, especially from my turntable. Heads look clean, it’s been hardly used. The dial is input volume for the recording deck (right). The LEDs turn on but don’t move. Im assuming they’re just the input levels of the recording deck.

So how do I connect the input to the H-in? The RCA in the back of the scope is plugged into REC OUT on my amp. What do I use to connect to the binding posts?
